In this episode, Harm is assigned to go to Russia to help them work them justice system better.  Bud and Mac are prosecuting a man for espionage.  When Harm arrives in Russia, the office that he is shown to is very small and dreary.  A Russian Soldier comes in and tries to use it as a bathroom.  He seems to be completely drunk.  He isn't but he was testing Harm.  His name is Captain Volganav and he wants Harm to help him investigate a crooked Russian General who supposedly sells weapons on the side.

The trial starts for Mac and Bud for the person they are trying for espionage.  The man tells Mac and Bud through his attorney he wants to tell them something important but he doesn't get a chance because the car he is driving and he is just about to get into blows up and kills him.  I guess someone wanted him dead where he couldn't talk or make any plea deals.  Mac and Bud are going through the mans belongings that were confiscated when he was arrested and they find a number.  Mac calls the number and it is a direct link to Webb.  Ok now you know anytime that Webb is involved, there is bound to be trouble brewing somewheres.

Harm and Volganav decide to travel to Chechnya to try to catch the Russian General selling weapons to them.  Webb convinces Mac and the Admiral to let Mac go to Russia to try to find the assassin who wants to kill the Russian President after they learn about it through Mark Falcon whom we all thought was dead but apparently he didn't die.  The Admiral agrees and Mac leaves for Russia.

Harm and Volganav are flown to a convoy to see if there are any missing weapons.  The helicopter pilot who flew them there tells them he has been called away and he will be back to pick them up later.  It seems they have been set up to be in an ambush.  Some men try to steal the convoy.  Harm and Volganav try to put up a fight but in the end they are allowed to take the convoy.  The helicopter pilot comes back and Harm punches him and then finds out that he didn't set him up because he is Harm's brother from the Russian women who had taken in Harms dad before he died saving her. 

Harriet starts to have cramps in her stomach which causes the Admiral to be concerned and he takes her to the hospital to get checked out.  Seems she has pulled a muscle in her stomach which trust me does happen because I did that when I was pregnant.  The Admiral is waiting for her in the waiting room and she yells out to him the results of the ultrasound which shows she is having a girl.  Before Mac leaves for Russia, Mic and Mac are trying to have a romantic evening but every time they get together, either Mark Falcon or Webb arrive.

JAG comes back with an explosive first episode filled with humor, romance and a huge shock.

Harm is sent to Russia to investigate Russian army officials who have been selling guns. When the Admiral is telling him goodbye, he tells Harm. "Just don't put any bullet holes in court room ceiling." Harm looks over at Mac and Bud as if he has no clue what he's talking about. Harm will never live that incident down.

Harm is put in a small room in Russia which used to be the restroom facilities as he found out from a drunken Captain Vokonov (or so he was made to believe when the man came in and started unzipping to use the toilet). The man turned out to be sober as a judge. He and Harm worked together to find the gun runner.

The man Mac and Bud are prosecuting for espionagem, Commander Carlton, ends up dead after trying to make a deal with them. Mac and Bud go through boxes of things he's sold to try to find out his killer and in doing so find a phone number. Mac calls the number and a man picks up.
"Webb."
"Mac." Now the viewers know that whenever Webb's involved there is trouble

To add romance to the hour long episode, Mic is back and taking full use of his time with Mac, unfortunately, she has no time for him. Webb shows up on the first night they're supposed to have dinner and then Mark Falcon (first seen in GHOST SHIP, TO RUSSIA WITH LOVE and GYPSY EYES) shows up as they're about to go out to dinner the next night. He's back to find out what Carlton knew that got him killed. When Mark asks if this is a bad time, Mic mentions, "No worries, mate, all the spies show up around this time." Meaning Webb as well as Mark. Mic takes Jingo for his second walk in two days.

Meanwhile, after bending down, Harriet starts to have cramps. The Admiral thinks she's going into labor "Again", and the Gunny tells her he knows how to do CPR. After being seen by a doctor, Harriet is told she has a strained ligament and that she's going to have a girl. In all the excitement, Harriet yells out. "Admiral, it's a girl!" The Admiral hears from the waiting room and smiles like a proud grandfather.

Webb tracks down the explosives used in the car bombing and informs Mac and the others. The Admiral suggests that Mark may not be working with them, but against them.

"Just what I was thinking, Admiral." Webb speaks up.
"You know, Webb, it really worries me that are brains are working in tandem. So what else are we thinking?"

Webb wants to send Mac to Russia to find the person that set off the bomb. After Mac leaves, the Admiral tells Webb. "You better watch out for her." Webb looks at him oddly.

Meanwhile, Harm and the Russian Captain are under fire from renegades who want the shipment of guns Harm and the Captain stopped. When Sergei, the young pilot who dropped them off at the truck, finally shows up after the renegades steal the truck, Harm punches him and wants to know if he set it up.

Sergei tells him he would never set up the son of Lieutenant Harmon Rabb. When Harm asks how he knows his father, Sergei informs him "He is my father too."

WOW! what a way to end the show. Stay tuned for the exciting conclusion of LEGACY next week same time, same channel.

MISSIONE IN RUSSIA

Sopra la Cecenia, un elicottero russo viene abbattuto dalla contraerea ribelle, riuscendo ad atterrare: i piloti escono un attimo prima che il velivolo esploda; il pilota, un certo Sergiei, ha una foto di Harm...

Al JAG, Harm sta ripassando il suo russo visto che sta per recarsi in missione in Russia, dove servirà da consulente ai Russi per riformare il codice giudiziario militare russo; la missione è stata decisa ad alto livello. Harm non sembra molto contento soprattutto in virtù del fatto che Mac e Bud sono impegnati in un caso di spionaggio: saranno l'accusa nella corte marziale contro il comandante Carlton, difeso da un avvocato civile, Flowers; il comandante ha ripetutamente passato informazioni segrete ai russi ed è stato colto con le mani nel sacco.

Arrivato in Russia, ad Harm viene assegnato uno stanzino come ufficio che, a detta del capitano Volkonov, prima era un bagno; Harm è alle prese con centinaia di fascicoli in russo riguardanti casi giudiziari; per lui le leggi sono buone ma vengono applicate male. Ma il capitano Volkonov lo coinvolge in una indagine importante: il colonnello generale Krilov è sospettato di corruzione; con uno stipendio mensile di soli tremila rubli, possiede una villa principesca. In particolare, sempre secondo Volkonov, il colonnello vende armi ai ceceni; per accusarlo, secondo Harm, bisogna coglierlo con le mani nel sacco e allora i due si recano in Cecenia.

Il processo al comandante Carlton è alle fasi iniziali, quando l'avvocato difensore propone a Mac un accordo, ma questa rifiuta perché l'ergastolo non glielo toglierà nessuno; ma dopo che il comandante, scortato da due marine, entra nell'auto che deve portarlo in prigione, l'auto esplode, uccidendoli tutti. Bud trova un numero di telefono tra le carte di Carlton e Mac lo compone, telefonando così al cellulare di...Webb. Si scopre così che il comandante voleva fare il doppio gioco, ma poi era stato arrestato; c'è comunque qualcosa che egli sapeva ed è stato ucciso per questo. Intanto Harrieth ha dei dolori all'addome, e l'ammiraglio l'accompagna a farsi una ecografia; la bambina sta bene.

Quando Harm ritorna in elicottero da un giro attorno ai boschi ceceni, si sente Krilov dire a un suo uomo qualcosa che ha a che fare con il capitano Carlton: è lui il mandante dell'omicidio. Il sergente che guida l'elicottero viene coinvolto nelle indagini e rivela che i convogli che trasportano le armi russe arrivano a destinazione con casse mezze vuote. Volkonov e Harm, allora, si fanno lasciare davanti a un convoglio (nel frattempo l'elicottero riparte per rispondere a una chiamata) e lo ispezionano, ma le armi ci sono tutte; Harm intuisce però che il convoglio, che viaggia senza scorta, potrebbe essere facilmente assalito. E così accade.

Webb scopre dall'autopsia che la bomba usata era al SemTex, radiocomandata a distanza ravvicinata; sono stati venduti solo 47 telecomandi di quel tipo (da barca) e così con Mac e Bud inizia le ricerche.

L'imboscata avviene al confine ceceno; Harm e Volkonov sono gli unici che riescono a sopravvivere, ma sono costretti a lasciare il carico perché i ribelli sono troppi; quando torna l'elicottero, il sergente è sopreso di vederli vivi; Harm sospetta che sapesse tutto, ma lui dice categoricamente che non farebbe nulla di male al figlio di Harmon Rabb sr.

Webb e Mac trovano nella casa di un acquirente, a sopresa, Mark Falcon (o maggiore Shokoll), appena arrivato a Washington, anche lui alla ricerca del sicario; scoprono che il suo nome è Vasilji Rokotov, ex KGB, dello stesso gruppo del colonnello Krilov. Secondo Falcon ha un altro omicidio da compiere; spinto da Webb, parla: il comandante Carlton aveva capito che il presidente Vladimir Putin stava per essere ucciso durante una visita in America in una fabbrica di auto; la visita era stata annullata, ma l'obiettivo rimane. Webb allora convince l'ammiraglio a mandare Mac in Russia per indagare.

Il sergente Sergiei, pilota russo di elicotteri che conosce tutto sulla vita di H. Rabb sr., rivela ad Harm di essere il figlio della donna che lo trovò.

Lui e Harm sono fratelli...
