This episode starts out with Harm and Renee talking about Harms brother Sergei and them getting interupted when they decide to kiss by the telephone.  Its the Admiral telling Harm that he is to be in his office within an hour and a half to be assigned a case with Bud.  They are being sent to the USS Stanley Duce in the Caribbean Sea.  They have found an Cuban Girl in the water trying to get to America. 

Mic arrives at Mac's apartment dressed as a spy and asks Mac to come to a party with him as his guest that his new bosses are throwing.  She agrees to go relucantly because of her experiences with Dalton.  At the party, they treat her like a pretty thing with no brain and Mac wants to leave.  Mic gets very angry with her and pretty much tells her to keep her mouth shut the rest of the way home.  He leaves her at her apartment upset.

Harm and Bud when the arrive on the ship, investigate and tell the Captain of the ship who wants the girl to stay that she can stay on board until the INS arrives and decides what will be done.  The Cubans want the girl returned to them and the captain wants her to go to America and so does the little girl. 

The INS agent arrives and it is decided that Harm and her will travel to Cuba to interview the girls father who was found and brought back there.  The father states his intention that he wants his daughter returned to him in Cuba and the INS agent tells the Captain of the ship that she is to be returned now.  He disregards a direct order from his superiors and decides to bring the child to Key West in Florida. 

When they arrive in Florida, Harm salutes the Captain knowing he has ended his career for this little girl.  The INS Agent says something like if she was a little taller and a little younger she would go after Harm.  The child will get asylam in the United States because she has her feet on American soil now.

TPTB did an excellent job on this very political episode. Even though, Elian Gonzalez was mentioned in every other sentence, this episode took on a story of its own and may very well be one of the best JAG's this season.

I was glad to hear that they mentioned Russia and Sergei in this episode. I was afraid they would forget about Russia for a few episodes giving every one ample time to forget certain aspects of it, but TPTB did no such thing. It was the first thing they talked about. I disagree with the fact that Harm does not want to tell his mother about his brother. I think she should know that she wasn't the only one that found someone else to love while they were apart. She may take it hard, as Harm said, but she has a right to know.

Harm and Renée were cute as they got intimate right before a phone call distracted them.

The show was fast. It was set up mainly in the same way that Elian's story was, but like I said before it took on a story of itself.

Nestor Serrano did a wonderful job as Captain of the U.S.S. Stanley Dace. He was very believable and deserves to be recognized for his role as does the young Cuban girl.

It all ended on a good note with the young girl getting to have her "feet dry", a phrase that means landing on soil. I can't remember the name of the INS agent, but she left a memorable acting job behind with her phrase. "Commander, if I were a lot younger, a lot taller and a lot less married. . . Never mind." This may be a woman that TPTB brings back in the future.

Now let's go to Mic and Mac. They provided some humor in the beginning. Mac opens the door and sees Mic in a black hat and trench coat.
"You look like Maxwell Smart."
"I just figured you'd seen a lot of spies this way, I'd give it a try."
He asks Mac to attend a reception held in his honor by his new boss. Mac's hesitant at first, but then she goes with him.
Her discomfort is evident as she's left alone in the backyard as Mic joins his boss. Her overhearing a comment made about her by Mic unsettles her even more and she confronts him. Mic lets her know just how he felt being pushed into her world, put aside while she talked with her comrades and left alone to take care of her dog.
Looking out over a beautiful scene of the capitol in Mic's new apartment Mic asks Mac.

"Do you love me, Sara?"
"Of course."
"Do you love me because I love you."
"I love you because you are you." Mac's laying her heart on the line. They kiss and make up. As much as I like Mic and Mac together, I don't think TPTB has let us see the end of Mic's temper.

And, of course, who can forget Harm and the INS agent arriving in Cuba, knocking on a door and being greeted by Fidel Castro. I think Chegwidden's expression said it all when he saw them on ZNN."Good God." I'm very surprised they let Harm in Cuba after the last time he was there. For anyone who saw SMOKED, they would agree with me.

ROTTA SULLA FLORIDA

Nel Mar dei Caraibi, poco al largo di Cuba, una fregata americana, la USS STANLEY DACE FFG-19, avvista dei rottami con una ragazza. La barca nufragata si trova però in acque territoriali cubane di mezzo miglio. Mentre stanno per soccorrerla, sopraggiunge una vedetta cubana con intenzioni bellicose che si allontana solo quando la fregata si dispone anch’essa in assetto di guerra.

Bud e Harm, appena tornato dalla Russia, vengono così inviati sulla Stanley Dace per chiarire i fatti che hanno portato il segretario della marina a disporre l’accusa di atto di aggressione perpretato contro un vascello cubano (le pressioni dei cubani sono molto alte, per un precedente caso). Il comandante della nave, capitano di vascello Berroa, cubano-americano, odia Castro, ed è deciso a portare la bambina negli Stati Uniti. Questa sta bene e racconta di essere partita da Cuba con suo padre, ma la barca su cui viaggiavano si è rotta e il padre è morto annegando: avevano intenzione di raggiungere Miami, dove vive la loro famiglia. Il comandante arriva persino a respingere il membro della commissione immigrazione che sta per atterrare sulla nave, ma Harm lo convince (la 13enne è un cosidetto "piede umido", vale a dire un naufrago che non avendo toccato il suolo americano, non ha diritto di essere lì ospitata; per Harm, l’avere una famiglia in Florida può però spingere la commissione a farla stabilire in USA).

La donna della commissione è propensa per un ritorno a Cuba. Ma, quando la ragazza presenta forti dolori di stomaco, il capitano suggerisce di portarla in un ospedale americano (diventerebbe così un "piede asciutto"). Quando tutto sembra risolto, i cubani si fanno vivi dicendo che il padre della ragazza è vivo; Harm e la signora della commissione si recano a Cuba per interrogarlo e vengono accolti da Castro in persona (mentre l’ammiraglio sconvolto vede Harm in TV stringere la mano a Castro). Il padre rivuole la figlia (forse ha ricevuto pressioni) e allora il SECNAV ordina che la bambina venga riportata a Cuba. Il comandante rifiuta categoricamente e riceve una telefonata dal segretario in persona e l’ammiraglio Chegwidden; ma rifiuta persino l’ordine diretto del suo superiore. A. J. suggerisce al SECNAV così di sollevarlo dal comando, ma mentre sta per farlo, Berroa interrompe la comunicazione. Il secondo sembra d’accordo col suo
comandante, ma ritiene che bisogna informare la bambina, che, saputa la notizia del padre ancora vivo, decide comunque di voler andare negli Stati Uniti. Compromettendo la carriera (ma non quella del secondo che chiude in prigione), il comandante la porta così a Key West. Appena la fregata attracca, si presenta un uomo del dipartimento di stato deciso a non far toccare il molo alla bambina. Harm però risolve la situazione dicendo che il padre la maltratta e, supportato dalla signora della commissione, fa desistere il funzionario.

La bambina, accompagnata dal comandante, pone piede sul suolo americano, ed è finalmente libera…
