In this episode, Harm gets a promotion to Lt. Commander.  Meg congratulates him by giving him a kiss on the cheek.  Harm and Meg are assigned to defend the CAG from the Seahawk who shoots down a Bosnian Helicopter to protect an American F-16 who had crashed due to being shot at according to the CAG.  One of the crew from the F-16 is missing from the crash. 

The prosecuting attorney is a Commander Krennick played by Andrea Thompson.  She is supposedly one of the best prosecutor's that JAG has which is why Harm is sure that they are trying to end the CAG's career with this court martial.  He must prove that the Bosnian's were actually firing upon the CAG and the F-16 while Krennick proves they weren't shooting.  That it was just CAG making a story up to save his career.

The reporter for ZNN is at the trial and tries to get information from the CAG on what actually happened.  Meg decides she wants information from the reporter and seems to talk him up to get it.  The CAG steps in and says he wont give any information and Meg lets the CAG have it in typical Meg fashion because he thinks she was going to do something for the reporter to get his information

Towards the end of the trial, Harm is positive that the only way to save the CAG's career is to find the missing man from the F-16.  So he leaves to go on a rescue mission.  Meg is to give the closing argument for the defense.  Commander Krennick is surprised that Harm is not doing it himself.   

Harm is able to save the missing man and get a piece of his parachute which proves that he was shot down.  The verdict comes back, not guilty.  The CAG, and Meg go to back to the Seahawk to help save the missing man and Krennick wants to come with.  They arrive just as Harm arrives back with the missing man.  The injured pilot comes out of the plane first on a backboard.  The CAG says to him the next time you want leave in the mountains, you better ask permission first.  The pilot smiles and says okay sir.   Harm steps off the plane and says well what happened, they tell him it was not guilty and Harm shows them the parachute with the bullet hole in it.  Someone says I wish I knew the members that voted guilty so I could show them this and the CAG says I know who and starts to walk away and Harm follows.  Both Meg and Krennick yell towards Harm how does he know who.  Harm turns around and yells back cause he is the CAG.  That had to be my favorite line in the whole episode. Definitely a really good episode to watch.  I always love episodes with the CAG in it.

This episode is really like a brand new start for the series. The ambience is completely different. Harm gets a promotion, to Lieutenant Commander, and a nice kiss on the cheek from Meg. It's a toss up as to which he liked better.

Defensive Action is a good story, well-scripted, and DJE and TN are supported by an excellent guest cast, notably Terry O'Quinn, who returns as the CAG, and Andrea Thompson who as Cmdr. Krennick certainly has her eye on Harm.

I really enjoyed the sparring between lawyers, both in Krennick's office, and in court. Up to now we have been treated to very little of the proceedings in court even though the series is about military lawyers. The focus has always been on investigation, and action. Defensive Action managed to give us both - lots of courtroom antics, and lots of action too. I just love the way that Harm pretended to fumble in his cross-examination of Cmdr. Dooley, and we can just see Krennick licking her chops as she prepared to pounce. Then wham! She's the one who ended in utter disarray. That's right, Cmdr. Krennick, Lt. Cmdr. Rabb isn't just a pretty face.

As for the action, DJE showed us an action hero who is different from the old standard. Some of the lines were hokey, but DJE's Harm was so easy to watch that I didn't mind.

There were a few awkward moments, such as the scene in the restaurant when Harm decided to go after Painter. But all in all, this was a terrific episode, and I like the direction the series is now headed. Action is fine, and for a 2-hour summer film that may be all you need. But in order to sustain a series over the cutthroat competition in a television season, more is needed. In this episode, TPTB delivered.
